Sacramento Regional Wastewater Management Program. A Scientific and Technical Evaluation of the Environmental Protection Agency's Facilities Planning Process

This report is an evaluation of the Environmental Protection Agency's Wastewater Treatment Facilities Grants Planning Process as funded under the Federal Water Pollution Control Act Amendments of 1972 (PL 92-500). The project is a part of an interagency case study of the EPA Municipal Construction Grants Program authorized by the Office of Management and Budget. The case study is the Sacramento Regional Wastewater Management Program. The Sacramento Regional County Sanitation District planned to consolidate existing treatment plants into one new regional plant and to solve the stormwater overflow problems of Sacramento.
