Private and Voluntary Sector Involvement in Urban Recreation: An Information Bulletin of the Community and Economic Development Task Force of the Urban Consortium

Future scenarios involving recreation departments with fiscal crises or gradually diminishing resources are posed in this information bulletin of the Urban Consortium Community and Economic Development Task Force. One possible solution to the problem of rising costs, rising expectations, and declining budgets is a partnership between park and recreation agencies and nongovernmental organizations. Such a partnership would lower public costs and provide needed services. The bulletin describes changing public recreational expectations and patterns, such as the greater importance of leisure time; changing municipal roles, including new demands and burdens; and diminishing public resources. The bulletin chronicles partnerships in Seattle, Wash.; Cincinnati, Ohio; and Hartford, Conn. Concepts of brokering, surrogates, and analysis of partnership opportunities are described. Management, cost, personnel, and volunteer considerations are examined. The bulletin recommends demonstration projects in building a partnership network, and in partnership and leadership assessment, to develop more experience with systematic partnership development.
