Information Policy as Related to EFTS (Electronic Funds Transfer Systems) in the Financial Marketplace

Computer enhanced communication networks are converting traditional transaction services to electronically delivered services. Financial transactions lend themselves especially well to the transfer of information electronically via a network and Electronic Funds Transfer Systems (EFTS) are becoming increasingly used throughout the nation, indeed, the world. The integration of services provided by two regulated major industries--Communications and Banking--requires the parallel integration of the policies that govern these industries, a practice that is often difficult for Congress and Federal agencies who focus their policy making separately on these industries. This report examines the information policy issues arising from the convergence of these two industries. Information policy has been defined as the composite of a society's policies about the condition of information availability.
