Research issues in consumer credit markets, urban mortgage markets, and high risk personal loan markets are examined. Research on urban mortgage markets focused on the role of 'redlining' regulation, including the Home Mortgage Disclosure Act (HMDA) and the Community Reinvestment Act (CRA). Study of the personal loan market emphasized the role of limitations on creditors' remedies and regulation of the terms under which collateral may be pledged as security for a loan. The report consists of project-related papers specific for each type of market. Topics include an analysis of informational restrictions on lending decisions of financial institutions; the impact of government regulations on personal loan markets; risk in intra-city lending; benefits and costs of restricting creditors in personal loan markets; and data sources and a description of a consumer finance data tape.
