Residential Energy Conservation Outreach Activities--A New Federal Approach Needed

This report presents our evaluation of the Department of Energy's residential energy conservation outreach activities. Specifically, it includes an examination of: (1) the contribution that outreach can make in achieving energy conservation; (2) the effectiveness of alternative outreach techniques; and (3) the Department's current program direction and management.
