Unanswered Questions on Educating Handicapped Children in Local Public Schools

The Education for All Handicapped Children Act of 1975 required States to make free appropriate public education available for all handicapped children age 3 to 18 by September 1, 1978. If this goal is to be met by at least the mid-1980's, the Department of Education and the Congress need to resolve problems with: (1) determining the number of children needing services; (2) unclear eligibility criteria; (3) individualized education programs; (4) sufficiency of resources; and (5) program management and enforcement.
