This data element dictionary contains all of the data elements used in the major systems for handling Federal government scientific and technical report; the systems involved are (in order of their appearance) those of the Department of Energy Technical Information Center (DOE/TIC), the Department of Defense Technical Information Center (DTIC), the Government Printing Office (GPO), the National Aeronautics and Space Administration Scientific and Technical Information Facility (NASA/STIF), and the National Technical Information Service (NTIS). All those elements, both substantive and housekeeping types, used in processing technical reports in each system are included in the compilation. Each record contains the element's definition, rules for use, the tags or indicators used internally, and those used externally for information interchange. The data element dictionary (DED) is a useful tool for the participating agencies, constituting current documentation of their systems. The DED will allow for comparison of data elements as they differ from one system to another, of the rules set forth for the same or similar elements in the different systems, and of the tags or indicators used to identify the elements in exchange procedures. Users accessing the various systems, through online databases and also through printed indexes or catalogs, face a number of problems due to differences in the systems. The users can consult the DED to assist in developing search strategies for greater efficiency in trying to identify documents, and can compare the contents of the individual files in order to select the most pertinent sources. However, this version of the DED is a first, preliminary draft, and represents the data elements used in the systems as of mid-1982.
