Income Survey Development Program (ISDP) 1979 Research Panel Documentation

This document provides a detailed description of the history, design, content, data collection and processing for the 1979 Panel of the Income Survey Development Program (ISDP). The ISDP was designed to test data collection materials, procedures, and processing systems necessary to handle the ongoing Survey of Income and Program Participation (SIPP) scheduled to be implemented in the early 80s. The ISDP (and subsequently SIPP) was intended, among other things, to provide annual and subannual measures of income and income change and to provide data necessary to evaluate the impact of policy changes regarding Federal and state tax, welfare, and various benefit programs. A table of contents and annotated bibliography are provided with this documentation. This documentation is intended to support the microdata files created from the 1979 ISDP and is accompanied by the ISDP-0101 Informational Booklet containing the questionaires and other data collection materials used during the 1979 Panel and the Interviewer's Information Card Booklet.
