Development and Test of a Certified Asphalt Plant Mix Control Program

This project has as its objective the development of a system for placing the responsibility of asphalt plant mix quality control on the producer by establishing a certified asphalt plant mix control program. Another objective is to investigate and evaluate various means of obtaining quality control of the asphalt plant mix. A proposed certified asphalt plant mix control program was developed and tested. This test program involved requiring the contractor to develop a quality control plan to control his mix subject to GDOT approval. The quality control plan specified what tests the contractor would run and at what frequency. The Department continued to run acceptance tests and closely monitor the contractor's progress in controlling his plant. A special provision was developed that required the contractor to use the pilot test program. This special provision was incorporated into four paving projects.
