Impact of Federal Tax Reform on Small Business: A Simulation of the House Tax Reform Bill (H.R. 3838)

The report presents an assessment of the impact of the Tax Reform Act of 1986 as passed by the House of Representatives on small business. The analysis was developed using the tax data bases and models developed by Policy Economics Group for the Small Business Administration. Section I of the report presents a description of the House tax bill and describes the coverage of the model simulations employed in the analysis. Section II presents the results of the analysis, with separate discussions of the impact of the House bill on corporate nd the noncorporate (partnerships and sole proprietorships) sectors. Section III presents a summary of the primary impact of the House bill (H.R. 3838) on the business sector.
