In the report the emphasis is placed upon multipath propagation at 16 GHz and in particular upon the specular reflection properties of the sea at that frequency. Equations are formulated for determining the specular reflection coefficient of the sea using measured multipath interference fadings. The experimental specular sea reflection factor at 16 GHz is presented as a function of sea roughness and compared with theoretical predictions. A good agreement is observed between theory and experiment. The report includes a statistical distribution of the occurrence of specular sea reflectivity at 16 GHz. At 16 GHz specular reflection of the sea always exists and for more than 80 percent of the time the reflection is greater than 0.55 for grazing angles between 0.27 and 0.32 degrees.
