Manpower, Personnel, Training, and Safety (MPTS) in the Defense System Acquisition Process

The Directive establishes policy, assigns responsibilities, and prescribes procedures for the integration and implementation of MPTS considerations throughout the system acquisition process. The policy is intended to improve total system performance by improving all aspects of the human-machine interface. The policy, principles, and objectives of the Directive apply to all new 'major' systems, 'major' modifications to existing systems, and supporting training simulators and devices, as defined by DoD Directives 5000.1 and 1430.13, and Title 10, United States Code, Section 2434. The Directive should be employed to manage DoD Component acquisition programs not requiring decision authority by the Secretary of Defense.
