Environmental Quality through Pollution Prevention: A Toxic Substances Reduction and Economic Reindustrialization Report

The report clearly establishes waste reduction, or pollution prevention, as a mechanism by which Wisconsin industries can grow and prosper while simultaneously protecting the health of the environment, workers, consumers, and the general public. Waste reduction should be the management method of choice. The authors propose a multifaceted program designed to remove impediments to pollution prevention. Key elements of the program are: a technical assistance program at the University of Wisconsin - Extension; a new position of waste reduction coordinator within the DNR's Division for Environmental Quality and reporting to the division administrator; a waste reduction matching grants program to develop waste reduction opportunities; a comprehensive information and education strategy for the state; a review, by the DNR, of proposed and existing DNR regulations to identify roadblocks to waste reduction and recycling; a unique approach to funding via a public-private partnership, starting with four years of state funding and phasing into private sector funding after that time.
