The manual gives information on installing, starting, and using the Systematic Acquisition Requirements Tailoring and Scheduling (SMARTS) system. The SMARTS software is a personal computer based, menu driven system that streamlines the process of developing Procurement Requests (PRs), Statements of Work (SOWs), and Contract Data Requirements Lists (CDRLs). The system was originally designed to be a tool for the Naval Sea Systems Command (NAVSEA); however, SMARTS is based on Department of Defense standards, thus making it suitable for other DoD and industry acquisition organizations as well.
