Analysis of the Organizational Structure and Management Functioning of the VA's Health Delivery System

The report is an analysis of the organizational structure and functioning of the Veterans Health Services and Research Administration, as well as recommendations to the Commission that will assist the VA in maximizing the goals of efficiency, effectiveness, quality, and equity in managing its health delivery system. The analytic process included: (1) interviews with VA personnel; (2) site visits and interviews with personnel at non-VA health care facilities; (3) review of data and findings of other studies to the Commission; (4) review of material and testimonies submitted to the Committee; (5) a national survey of VHS&RA personnel focusing primarily on managerial relationships and responsibilities.
