Interchange Planning and Management Handbook

The Interstate 81 Corridor extends 328 miles through the Valley of Virginia,located between the Blue Ridge and Allegheny Mountains. The I-81 interchange study is the first major project undertaken by the Council. It has two purposes: (1) define and present an interchange planning process that will maximize the Corridor's potential through sensitively planned, strategic economic development and (2) document the utility of the planning process by applying it to specific I-81 Corridor interchanges. The handbook is a guide that can be used by localities for merging interchange development with their comprehensive planning process. Its goal is to document a highway interchange planning methodology describing appropriate approaches to obtaining and analyzing information crucial to the decision-making process of local governments.
