Georges Bank, a large, shallow marine bank with important fishery resources andpossibly important oil and gas resources, lies east of Massachusetts in the territorial waters of both the United States and Canada. The Department of the Interior has planned since 1974 to lease parts of the north Atlantic outer continental shelf (OCS)--including part of Georges Bank--for oil and gas exploration. As a result of public concern about the environmental impacts of oil and gas production on the U.S. OCS, Congress declared a moratorium on drilling on Georges Bank and an area to the southwest. The report--by the NRC's Committee to Review the Outer Continental Shelf Environmental Studies Program and its panels on physical oceanography, ecology, and socioeconomics--reviews the adequacy of information bearing on the potential environmental impacts of OCS oil and gas activities for the Georges Bank sale area.
