A mathematical model to calculate frequency distributions of wind speed for arbitrary locations irrespective of the availability of wind measurements was developed. The model extends the Weibull frequency distribution function with a stability parameter, and applies this to a data base divided into meteorologically homogeneous groups, primarily into daytime and nighttime data. The use of wind data transformed to standard exposure allows a regional analysis and a simplification of the model parameter array. Model parameters computed from the surface wind data of 12 stations were smoothed analytically and graphically. The resulting model was checked with independent wind data from 15 other stations, and is shown to be reliable within the limits of climatological variability. The model is very suitable for the estimation of extreme values of average wind speed for long recurrence periods.
