Whilst agreeing that the utilisation of plutonium must be accompanied by measures to reduce proliferation risks and that international safeguards already exist, the view is expressed that each country has the right to retain and use plutonium for research activities and as fuel for nuclear reactors. In particular, India would be against the suggestion that safeguarded plutonium coming from a reprocessing plant should automatically be deposited in an IAEA store. The opinion is also expressed that the non-proliferation advantages of multi-national facilities have yet to be demonstrated. India is basically against the imposition of contracts by a few countries on a large number of other countries which are discriminatory and lead to the denial of the benefits of nuclear energy.
