This document provides a comprehensive description of the DOE/EES EMP program. The program consists of five major elements designed to provide the technologies necessary to achieve national security objectives and to reduce the possibility of major disruptions to electric power systems. It includes experimentation, the application of refined state-of-the-art analytical methods, and the development of advanced models and concepts. Brief reviews of EMP phenomenology and the need for technologies and systems to assess and protect electric power systems are presented in subsequent sections of this document. These reviews are followed by a description of the DOE/EES EMP program plan. (ERA citation 08:033659)
