This paper discusses the history of the 1973--1974 and 1979--1981 oil price rises in the context of crisis management. Strategic Petroleum Reserve use policies are evaluated as is the problem of rising commercial inventories, which were a symptom of the two crises. 5 tabs. (ERA citation 13:050640)
