The report presents the results of the second task in a three-task study of the support system for short-range aids to navigation, conducted by Booz, Allen Applied Research, Inc. for the U.S. Coast Guard. Two related problems have caused the Coast Guard to reexamine the support system for short-range aids: the high annual cost of servicing existing aids, and the obsolescence of many of the large seagoing buoy tenders, which are in need of modernization or replacement. The report examines the tradeoffs between floating aids and fixed structures. Fixed structures are normally more expensive than buoys initially, but could require less maintenance. The purpose of the second task, reported herein, was to compare buoys and structures technically, operationally, and economically. (Author)
