A modular computer program based on the statistical techniques of Response Surface Methodology has been developed to conduct the task of seeking optimum solutions to problems being simulated on a digital computer. The program, which may be used for constrained or unconstrained optimum-seeking in conjunction with deterministic or Monte Carlo simulations, is now available to potential users. This report volume describes the program and serves as a user's guide. A second volume contains program flowcharts and listings.
