In April 1976, the Maritime Administration initiated the first phase of a four-phase program to improve the reliability and maintainability of equipment used in the U.S. merchant fleet. The first phase is concluded with the publication of this document, which constitutes the Management Plan for the conduct of the remaining phases of the program. (Author)
