Using Resources (Inputs) to Achieve Desired Army Results (Outputs)

There is an identified problem of linking all phases of the Planning, Programming, Budgeting, and Execution System (PPBES) and tying resource consumption to output. PPBES requires a mechanism to provide feedback in order to evaluate execution of a program. The objective of this study project is twofold: (1) to develop, in conjunction with COA personnel, the use of the Output Oriented Resource Management System (OORMS) and its PPBES linkage mechanism--the Mission Decision Package (MDEP)--within the Army's resource management systems so that the data captured and reported will provide a horizontal view of all resources associated within discrete Army programs; (2) to identify how the Finance and Accounting community can support theis process with more in-depth analysis and evaluation. The OORMS, which utilizes microcomputers and diskettes to flow information from HQDA, MACOMs, and their subordinate installations and units, and data from standard Army financial systems, will provide the continuity necessary to evaluate whether input resources achieved the desired output. The MDEP will be the linkage mechanism for the full eight-year PPBES cycle. To support this process, the Finance and Accounting community has the necessary tools and data to perform resource analysis.
