The transport of dangerous goods by inland waterway is a sometimes overlooked link in the supply chain. Nevertheless, in both Europe and North America, tank barges and other vessels carry a large volume of goods, both in packaged and bulk form, and constitute a vital link for many end users in interior locations. As with all other transport modes, inland waterways have their own rules governing the carriage of dangerous goods; in Europe these are the regulations annexed to the ADN Agreement. The experts who are responsible for managing those regulations meet twice a year in Geneva, under the secretariat of the UN Economic Commission for Europe (ECE). Their aim is to keep the ADN regulations in step with the UN Recommendations on the transport of dangerous goods, which are updated every two years, and to improve the ADN rules in response to technical developments and emerging risks.
