The energy ministry’s draft docu-ment covers the period to 2035 and still needs final government approval.It does not cite specific production targets, unlike the 2009 version,but highlights key priorities and problems. Since the 2009 draft,which covered the period to 2030,refining depth and crude recovery rates have not grown suf-ficiently,the document says.It endorses a drive to develop greenfields in remote regions such as east Siberia,Russia’s far east,the Arctic offshore and the Yamal peninsula,but warns that such hugely expensive projects,along with tight oil schemes,account for a rising share of upstream investment.
