When collecting and disseminating survey data, the goals for a federal agency are to maintain the confidentiality of data provided by respondents and limit any confidentialitybased edits to the data to minimize the impact on data quality. Some agencies provide guidelines and standardized procedures for ensuring data confidentiality and quality, as discussed in the Federal Committee on Statistical Methodology Working Paper 22.
