Brussels has provided the plant protection industry with complex regulation, demanding targets and considerable costs since the registration directive 91/414/EEC was adopted. In more recent years,as knowledge has developed,a more radical legislative and policy development thinking has taken place, which has recognised that environmental, economic and social needs should be integrated with regulatory policy. Many in the plant protection industry in Europe will be aware of this goal post shift as the new legislation begins to impact. For those who are up to speed, there will be clear opportunities to develop relationships with key stakeholders and new competent authorities and to promote their products under well managed, targeted stewardship plans. The changes will require a far greater awareness of user behaviour, local characteristics and conditions and the subsequent fate of active substances in the field situation.
