Cap-and-Trade Hearings Delayed

The US House Energy and Commerce committee has postponed hearings this week on legislation to price carbon, allowing more time for negotiation among its members. Several Democrats from coal-producing states have put forward a proposal which would place a less stringent cap on carbon emissions and give coal-burning utilities free access to 40% of the program's emissions permits.
