At least five and as many as seven fundamentals should be in the forefront when negotiating an initial joint development agreement The first of te main issues is the cooperatin of the parties in development The agreement should include specific provisions that set out the actual goals of cooperation as well as the implications of such cooperation in terms of the behavior of the governments.
