PHMSA Issues Revisions to Civil and Criminal Penalties;Penalty Guidelines

The US Pipeline and Hazardous Materials Safety Administration (PHMSA)recently revised its regulations to reflect revisions to the civil and criminal penalties in the Hazardous Materials Safety and Security Reauthorization Act (Title VII of the Safe,Accountable,Flexible,Efficient Transportation Equity Act:A Legacy for Users),enacted on 10 August 2005,The baseline assessments for violations related to training and security plans are being increased,and the Agency is making editorial changes in its List of Frequently Cited Violations in Guidelines for Civil Penalties.
