From the ground up: NRECA policies begin as grassroots resolutions and evolve through a dynamic and democratic process open to all association members

For the NRECA Region IXs Resolutions Committee meeting in Portland, Oregon, last September, Liz Loomis, a consultant to eight electric cooperatives in Washington state, drafted a proposed resolution. It addressed the Federal Energy Regulatory Commission's (FERC) Standard Market Design, which calls for sweeping changes to the transmission grid and wholesale electricity markets. Loomis's co-ops contend SMD would raise rates for consumers.
