At the moment that this edition of Lab Plus international is going to press,the shock waves resulting from the recent double refusal of both France and the Netherlands to ratify the proposed European constitution are still reverberating around the continent.The fact that two of the original group of six countries which founded the European Union should,for the first time since the creation of the modem European concept(originally known as the European Economic Community EEC),fail to approve a proposed European treaty was considered in many quarters as cataclysmic,even if,given the constancy of the pre-ref-erendum opinion polls,the outcome should not have been all that unexpected.
