China has had multiple versions of an atomic law in the works since 1984, when Beijing first realized the necessity of such as legal framework (p5). But the previous three attempts to codify such a law failed to make it past the State Council for final consideration at the National People’s Conference (NPC), all due to bureaucratic battles as to which agency would be granted ultimate authority over China’s nuclear industry.
