The Regional Greenhouse Gas Initiative(RGGI)consortium has initiated the bidding process for the second auction round of carbon dioxide emission allowances,scheduled for Dec.17.The second auction will offer emissions allowances from all ten RGGI member states,including Connecticut,Delaware,Maine,Maryland,Massachusetts,New Hampshire,New Jersey,New York,Rhode Island and Vermont(NGW Oct.6,p8).A total of 31.5 million allowances are expected to be up for sale.
