It's WTO One vs. U.S. 'Zero,' But the Game's Not Over

Bowing to pressure from the European Union and Japan last month-to the chagrin of many in the domestic metals industry-U.S. officials signed agreements with these two important trading partners, bringing an end to their long-running disputes over "zeroing." Whether the United States will cease zeroing in future dumping cases remains unclear, however. Dumping occurs when foreign companies seek a competitive advantage by exporting goods to the United States at a loss or at prices below what the goods sell for in their home markets.
