WTO arbitrator authorizes Korean retaliation against U.S. in zeroing case

A World Trade Organization arbitration panel has authorized Korea to retaliate against the U.S. For improperly calculating antidumping and countervailing duties on large residential washers, devising a formula for Korea to use when the Commerce Department employs the so-called "zeroing" methodology in antidumping duty cases for other products. Commerce's practice of zeroing has been found to be inconsistent with WTO rules. The decision represents the first time an arbitrator has authorized the suspension of concessions for trade losses caused by WTO-inconsistent AD duties.
