EPA proposes federal plan for controls on commercial, industrial solid waste incinerators

The Environmental Protection Agency (EPA) recently proposed a rule to implement emissions guidelines for a limited class of commercial and industrial solid waste incinerators (CISWIs) located in states or on tribal lands where the state or tribe does not have a CISWI plan. The proposed federal plan requirements appear virtually identical to the final CISWI requirements promulgated on Dec. 1, 2000. Both make clear that, in speaking of "solid waste," EPA is using that term as it is defined under the Resource Conservation and Recovery Act (RCRA).
