Abraham Flexner and the evolution of the modern medical school.

A second theme of higher education was articulated strongly in the USA in the 18th and 19th centuries. State and federal governments viewed the creation of public universities as a responsibility of government. This viewpoint was codified during Abraham Lincoln's presidential administration by the Morrill Act, which created land grants for universities to foster democratisation, access and economic progress.
