The title for this paper was suggested by the conference organizers, and it was explained that the intention was to review changes that had come about since the 3rd International Workshop which was held in Woburn four years ago, under the title "Life Cycle Issues in Advanced Energy Systems". The papers presented at that meeting are briefly reviewed here and, in a companion paper (Part B), the changes that have come about in the interim are discussed.
