Unwanted Alarms

What is an unwanted alarm? Back when I started my career as a firefighter, wc would never have considered that question. Whenever people called, we were obligated to respond "just in case." There were "frequent flyers" even in those days. Sometimes I swear it was because they were lonely, but because we were just beginning to respond to medical calls in our suburban area around Portland, Ore., we weren't concerned with a call volume that taxed our capabilities.
