THE U.S. Supreme Court last week declined to hear an appeal by horse plant Cavel International Inc. challenging an Illinois law that bans Cavel from harvesting and processing horses for human consumption. The Illinois law effectively closed Cavel because there is little other demand for horse meat, which is not consumed in the U.S. but is exported to Europe and other countries where it is considered a delicacy. Cavel attorney J. Philip Cala-brese said there is not enough demand for horse meat from pet food manufacturers and zoos to keep the plant running.
