Winona, Ontario grower Paul Koornneef is breathing a sigh of relief these days thanks to a decision by the Regional Municipality of Hamilton-Wentworths finance committee not to impose development charges on non-residential properties. Koornneefs greenhouse business, Hillside Growers, was drawn into the spotlight when the City of Stoney Creek halted construction of a 20,000 sq. ft. expansion to his greenhouse range pending the collection of a whopping 20,000 dollar in development levies, which were part of the region's revised bylaws with respect to development charges on new buildings.
