On Sept. 24, the U.S. Department of the Interior’s Bureau of Ocean Energy Management, Regulation, and Enforce- ment (BOEM) reported it was completing the close-out of the Royalty in Kind (RIK) program, which formerly allowed regulators to accept oil and gas in lieu of cash as royalty pay- ments on federal energy resources. The program officially ends on Sept. 30, when the remaining contracts expire.
