Federal investigators find lapses in the system designed to protect the U.S. cattle industry from bio-terrorism. After the attacks of Sept. 11, 2001, Congress launched a series of investigations to find flaws in the system that is supposed to protectAmerica from terrorism. This includes acts such as the deliberate introduction of foot-and-mouth disease (FMD) into herds.
