Judge denies bid to block Torrance restart

A California judge has denied an environmental group’s bid to block the restart of gasoline-producing equipment at Exxon- Mobil’s 155,000 b/d refinery in Torrance, California. Judge Mary Strobel ruled against an injunction requested by the Refinery Safety Network insisting that regional air quality regulators did not follow proper procedure when authorizing ExxonMobil to start up a fluid catalytic cracking (FCC) unit and associated environmental equipment that has sat idle for more than a year.
