Problems of the Organization and Safety Ensuring of School Children Busing in the Russian Federation (Primorsky Region)

The system of out-and-back school busing to the places of learning makes education more affordable for many categories of citizens. Buses, purchased for rural schools within the framework of "Education" national priority project all over the country, carry out transportation of children to the places of their training and back home. Only in Primorsky region more than 250 school buses deliver 10443 children in their schools every day. Besides the obvious advantages, the use of road transport would inevitably entails problems, chief among which are traffic accidents and their consequences. The goals of present study are the comprehensive research of the out-and-back school busing current situation and the developing of rational approach to the transportation arrangement in terms of safety requirements. Based on the goals, we identified the objectives of the study and used the methods of logical, systematic and comparative analysis to achieve the solutions. We review the results of researches on the state of child traffic injuries in the Russian Federation, the results of quantitative and qualitative analysis of accidents involving buses, as well as involving buses carrying children. The authors conducted studies of the school busing arrangement peculiarities in the Russian Federation by the example of Primorsky Territory, identified the problems associated with the insufficient level of transport safety. Research results allowed defining the solutions to the existing problems in the field of school busing safety.
