The US has made clear that the armed conflict with Al-Qaeda still continues. So Al-Qaeda has appointed as its leader Ayman al-Zawahiri, vowed to avenage Osama Bin Laden's death and continue the conflict with the US and its allies. He will in turn be targeted by the US. Thus the killing of Osama Bin Laden does not mark the end of the so-called 'war on terror'. A decade after 9-11 the global consequences of that 'war' continue to present difficult challenges in terms of the applicability, interpretation and inter-relationship of fundamental norms of public international law.
