A plan to cut off internet access to repeat illegal downloader has been approved by France's Constitutional Council at the second time of asking. The council decided that the government could proceed with legislation creating an agency to fight copyright piracy with a "three strikes" system after judicial oversight was added to the bill. In June, an earlier version was declared unconstitutional because it allowed an administrative authority, and not a judge, to suspend internet access.
